Restoration of the Roslyn stairs

Project Summary

  • Work planned: Restauration of the Roslyn public staircase
  • Work area: Intersection of Upper Roslyn Avenue and The Boulevard
  • Start date: August 11, 2025
  • Estimated duration: 2 years
  • City's investment: $2,983,234 
  • Contractor: Saho Construction Inc.

This construction project will be carried to restore the Roslyn public stairs, which serve as an exterior public stairway connecting Upper Roslyn Avenue to The Boulevard. The project aims to ensure the safety, accessibility, and long-term preservation of this important public infrastructure.

Project Details

Some fo the key highlights of the project include :

  • demolition of the existing staircase structure while preserving the existing surrounding retaining walls;
  • reconstruction of a new staircase structure, maintaining an east and west branch layout that is similar to the existing design;
  • construction of two additional retaining walls within the central green space to mitigate soil erosion;
  • installation of five new 'park style' Washington light posts with their respective underground electrical conduit infrastructure, to enhance safety in the area;
  • integration of a bicycle ramp into the concrete stairs, starting along the west side of the lower and middle sections, and continuing along the east side of the upper section of the staircase;
  • installation of an aluminium metal handrail on both sides of the staircase, with a single central handrail on the initial staircase section coming from The Boulevard;
  • removal of existing vegetation and replanting of all green spaces, with the preservation of select trees.

This project is scheduled to be completed in two phases over two years:

  • Phase 1 is scheduled to begin on August 11 and conclude by the week of December 20, 2025. A temporary handrail will be installed on the east side of the staircase to facilitate pedestrian access during the 2025-2026 winter season.
  • Phase 2 is planned to begin in spring 2026, weather permitting, and will continue for approximately 15 weeks. This phase will include the installation of new stone cladding, repairs to the staircase walls, landscaping, and the installation of the permanent handrail.

Mobility and Parking

Due to the scope of the construction project, the contractor will need to occupy several public areas for the duration of the work:

  • The Boulevard (northbound driving lane): This lane will be used as a material transport zone, an equipment storage container, and a site toilet.
  • Belfrage Road: A construction trailer will be placed on this street.
  • Upper Roslyn (cul-de-sac): This portion of the avenue will also be occupied.

March to December 2025

Ville de Montréal: Resumption of Work on Rue Saint-Antoine

Reconstruction work on Rue Saint-Antoine will resume on March 24, 2025, and continue through December 2025.

The work aims to improve the infrastructure, including the reconstruction of the street, and the replacement of the water, sewer, gas, and electrical networks.

Details of the Work

  • Area affected: Rue Saint-Antoine, between Avenue Atwater and Rue De Courcelle.
  • Work to be completed in phases: The work will be carried out from east to west to minimize traffic disruptions.
  • Parking: Parking is prohibited within the construction zone and on Rue Lacasse to allow for local two-way traffic.

Traffic Impact

  • Rue Saint-Antoine :  New two-way traffic starting on April 1.
  • Major disruptions:
    • From March 24 to mid-June: Full closure of Rue Lenoir and Rue Saint-Philippe.
    • Starting April 1: Partial closure with adjustments to traffic between Rue De Courcelle and Rue Lenoir.
    • Starting August 5: Closure of Rue De Courcelle/Glen Road between Rue Sainte-Catherine and Rue Saint-Jacques (read more).
    • Starting August 29: Glen Road will reopen in the southbound direction with a mandatory right turn onto Rue Saint-Jacques between Rue Sainte-Catherine and Rue Saint-Jacques (read more).
    • Starting on September 8: Complete closure of Rue Saint-Jacques (eastbound) between Rue Saint-Rémi and Rue De Courcelle for seven weeks (read more). 
    • Starting on September 29: Reopening of one lane and return to normal traffic flow on Rue Saint-Antoine between Avenue Laporte and Rue Lenoir (read more-in French only).
    • Starting on September 6: Full closure of Rue Saint-Jacques and temporary one-way (eastbound) on Rue Saint-Antoine for two weeks. Several detours will be in place (read more-French only).
    • Starting on October 11: Reopening of one lane in each direction at the intersection of Glen Rd (Rue De Courcelle) and Rue Saint-Jacques  (Read Ville de Montréal notice).
  • Detours: 
    • Rue Notre-Dame: Detour via Rue Notre-Dame heading west for the entire duration of the project.
    • Access to the neighborhood: Highway 20 and Boulevard des Tanneries, or Exit 2 on Route 136 and Rue Saint-Antoine up to Rue Saint-Philippe.

Work Schedule

  • Monday to Friday: From 7:00 a.m. to 7:00 p.m.
  • Weekend work possible: Saturday and Sunday, from 8:00 a.m. to 7:00 p.m.

Replacement of Lead Water Connections

  • During this time, the City will also be replacing lead water connections along the street. Affected property owners have already been contacted.

Exo: Renovation work at Vendôme station

In order to offer users a more practical access, exo is making major improvements to Vendôme station.

The project implies completely rebuilding the north platform. In spite of this, the station will remain open and trains will circulate as usual.

Nature of the Work

  • Demolition of the north platform
  • Debris removal
  • Concrete pouring
  • Reconstruction of the platform
  • Installation of tactile paving, signage, and urban furniture

Work Schedule

  • Period: From March 31 to mid-December 2025. Preparatory work, including the installation of fences and equipment, could begin around March 10.
  • Hours: Work will take place Monday to Friday, from 7:00 a.m. to 5:00 p.m. Teams may arrive on-site as early as 6:30 a.m. but will not begin work before 7:00 a.m., in compliance with city regulations.

Possible Disturbances

While all measures will be taken to minimize the impact on the surrounding area, some construction-related disruptions are to be expected. These may include typical construction noise, light vibrations, and dust. Noise, dust, and vibration sensors will be installed at various locations near the worksite. The contractor must respect the limits set by applicable city regulation. Note that an increase in truck circulation is to be expected since access to the work site is located on Rue Sainte-Catherine, at the entrance of the parking lot south of 5000 Boulevard De Maisonneuve.

Ville de Montréal: Works on Greene Avenue between Saint-Antoine and Sainte-Catherine

Starting the week of June 9, preparatory work and the start of rehabilitation work on water and sewer pipes will begin on Greene Avenue between Saint-Antoine and Sainte-Catherine streets.

The project consists of repairing and rebuilding a water main. It will also integrate Westmount Public Works operations. A secondary sewer will be repaired, water connections will be replaced, and utilities and roads will be rebuilt. The approximate duration of the work site is 6 months.

Preparatory Work

From June 9 to 13

  • Nature of the work: Exploratory excavations and measurement of water and sewer pipes.
  • Greene Avenue: Partial obstructions between Rue Saint-Antoine and Sainte-Catherine Street.
  • Sidewalks and buildings accessible at all times.
  • No parking in construction areas. Please respect the traffic signs.

Water and Sewer Pipe Rehabilitation Work

From June 16

  • Greene Avenue: Complete closure, between Rue Saint-Antoine and Boulevard Dorchester. Local traffic will allow between Rue Prospect and Rue Saint-Antoine.
  • Intersection of Greene Avenue and Sainte-Catherine Street: Complete closure for one week.
  • Maintaining access to buildings and businesses;
  • No parking in construction areas;
  • On-site signage will indicate all instructions to follow (detours, speed limits, local traffic, etc.)

From July 20

  • Flaggers will be present to facilitate smooth and safe movement as needed.
  • Parking spaces will be temporarily used for equipment and to ensure a safety perimeter near the construction site.
  • Greene Avenue: Closed between Prospect and Sainte-Catherine streets. Please respect the signs in place indicating detours (Ex: Boulevard De Maisonneuve), local traffic, parking, etc.
  • Rue Prospect: Local traffic only.
  • Sainte-Catherine Street: Closed between Dorchester Boulevard and Atwater Avenue. Detours to be expected. Local traffic only.

From June 29

  • Flaggers will be present to facilitate smooth and safe movement as needed.
  • Parking spaces will be temporarily used for equipment and to ensure a safety perimeter near the construction site.
  • Greene Avenue: Closed between Prospect and Sainte-Catherine streets. Please respect the signs in place indicating detours, local traffic, parking, etc.
  • Rue Prospect: Local traffic only.
  • Sainte-Catherine Street: open to traffic.

From September 15

Night work is planned:

  • Night of September 15 to 16, between Sainte-Catherine Street and Dorchester Boulevard
  • Night of September 20 to 21, between Saint-Antoine Street and Prospect Street. During this period, Greene Avenue will be completely closed to vehicular traffic between Saint-Antoine and Prospect, including the intersection of Greene Avenue and Prospect Street.

In addition to these night interventions, street closures will be implemented:

  • Greene Avenue closed between Sainte-Catherine Street and Dorchester Boulevard from September 15 to early November
  • Closed between Saint-Antoine and Prospect Streets from late September to early November
  • Local traffic only between Dorchester Boulevard and Prospect Street
  • Dorchester Boulevard closed westbound between Sainte-Catherine Street and Atwater Avenue
  • Flaggers will be present as needed to ensure safety and smooth traffic flow. Some parking spaces will be temporarily used for equipment storage and to maintain a secure perimeter.

From October

  • Greene Avenue

    • From early October to early November: Complete closure between Saint-Antoine Street and Prospect Street.

    • Local traffic only between Dorchester Boulevard and Prospect Street.

    • Starting in November: the section between Sainte-Catherine Street and Dorchester Boulevard will be open to circulation on the west side.

    • Road users are asked to respect all temporary signage indicating detours, local access, parking restrictions, and traffic changes.

  • Dorchester Boulevard

    • As of October 15: Dorchester Boulevard will be open to circulation on the east side between Sainte-Catherine Street and Atwater Avenue.

Information About the Project

  • Work schedule
    • Monday to Friday, 7 a.m. to 7 p.m.
    • Saturday, 8 a.m. to 5 p.m. (if needed)
  • Some operations may be postponed or extended due to weather conditions or other constraints.
  • The use of construction site tools and other construction equipment may cause odours, dust, noise and vibrations despite all the control measures planned by the team of experts who ensure that disturbing aspects of the construction site are minimized.

Temporary Interruption of the Water Supply

  • A door hanger specifying the date, time and all details will be distributed in advance to affected residents. There will be coordination with businesses to limit the impact on their activities.

Mobility and Active Travel

  • Pedestrian walkways to ensure access to homes and other buildings at all times.

Garbage, Recycling and Compost

  • Collection schedule: according to the usual schedule.
  • Restricted area: Place your trash cans and bins, clearly identified with your address, in the usual location. Containers that are inaccessible to garbage collectors will be moved by the contractor.
