The safety of everyone in Westmount, whether they be residents, visitors, or travelers simply passing through, has always been a primary concern of City Council and the administration. As is the case across the island, police and fire protection is provided by the City of Montreal. Westmount residents have also come to depend on the local Public Safety Department, a trained team of municipal employees responsible for by-law enforcement, parking regulation and a multitude of community safety programmes.

The Public Safety Department assists in securing the protection of the Westmount community, enforces municipal by-laws, provides support services to the Montreal Fire Safery Department (Service de sécurité incendie de Montréal) and to the Emergency Measures Organisation. The department also enhances the crime prevention program.
The members of the Public Safety Department provide Westmount with a uniformed 24-hour patrol service. All officers are trained in advanced first aid, cardio-pulmonary resuscitation (C.P.R.), AED/defibrillator trained, expandable police baton, and pressure-point tactics.

Outdoor fires are prohibited across the Montréal agglomeration by several by-laws (bonfires, fireplaces, burning branches or green waste, burning garbage, burning construction debris, garden fires, etc.). Outdoor fires produce smoke that contains a number of toxic substances.
Please note that domestic use of a certified appliance such as a barbecue, a patio heater or similar appliances do not require a permit.
The Service de sécurité incendie de Montréal (Montréal fire department – SIM for short) offers persons with handicaps or reduced mobility a free evacuation assistance service which enables firefighters to find and help them evacuate in the event of an emergency. You will need to register your information in our database. All information collected is used exclusively by the SIM and will remain confidential.

Westmount Public Safety officers can also search an electronic database of found items – ask an officer or contact the WPSU. Please note that certain items, including cell phones, computers, and other objects of value, are always turned over to the SPVM.
You may also file a police report online.
Found objects may be handed over to any City employee in a public building, to a Public Safety officer, or to a Police officer. Items will be recorded and stored safely, and items of value will be taken to the SPVM.
City Council has identified graffiti as a growing problem in the community and has taken the lead in graffiti prevention and removal. Westmount Public Safety Department offers a free year-round graffiti removal service. In addition, due to a dramatic increase in reports of vandalism, graffiti and substance abuse infractions in municipal parks, the City has instituted a curfew in all municipal parks. Parks are now closed to the public nightly from 12 a.m. to 5 a.m. Violators are subject to a minimum fine of $75. Westmount has also increased the frequency of patrols throughout the City.
The act of making, causing, producing or permitting excessive noise, which disturbs the enjoyment or comfort of others, is considered to be a nuisance and an infringement of the municipal by-law concerning noise.
Citizens are also asked to limit the use of horns and to keep the noise levels of mufflers, motors, and sound reproduction equipment in check, to reduce excessive noise.

Any person who infringes any provision of the By-law 1519 is liable to a fine.
In the event of a first infraction, the minimum fine would be no less than $100 and no more than $1,000 for a natural person, and no less than $200 and no more than $2,000 for a legal person.
In the case of a second or subsequent infraction, the fine would be no less than $200 and no more than $2,000. for a natural person, and no less than $400 and no more than $4,000 for a legal person.
