Welcome Message from the City of Westmount.

Dear New Resident,

Welcome to Westmount. You have chosen a wonderful community in which to live: beautiful green spaces, remarkable architecture, a vibrant neighbourhood spirit and many municipal services.

What might be less obvious is the contribution of our residents that makes living here so special. People of all ages take part in sports, recreational, and cultural activities offered at the Westmount Recreation Centre, the Library and Victoria Hall. There is also a long history of citizen involvement in local community groups and in civic affairs; we encourage you to seek out the organizations and events that pique your interest; there’s surely something for everyone. We also look forward to seeing you at any of the monthly City Council meetings.

We have put together some basic information to get you started – take a few minutes to check it out on this page, or use the website search engine. Take a moment also to subscribe to E-Westmount, the City’s electronic bulletin, to get the latest news and events announcements.

Mayor and councillors

Mayor Christina M. Smith and 8 city councillors, each representing one of the city’s 8 wards, form the council of the City of Westmount. The council is the main governing and legislative body for the city.

The Mayor and Councillors also sit on various standing committees and municipal organizations.

Westmount today is a residential enclave on the island of Montreal in Quebec, Canada. It lies within walking distance of  Montreal’s downtown core, yet retains an air of tranquility and small-town community.

Construction and Renovation

If you are planning any renovation or construction work on your property, your professional or yourself must ensure compliance with any existing applicable by-laws and obtain the necessary permit or certificate before you undertake the work. The Westmount Urban Planning Department is composed of a team of professionals dedicated to assist you. We provide information related to all municipal by-laws.

Parking

Parking is limited to four hours on every Westmount street, unless otherwise indicated.

Westmount residents who do not have sufficient parking space on their property, including anyone living in an apartment, condo or similar dwelling, may apply for permission to park on the street.

For overnight parking, you can reserve on-line or by phoning Public Security before 11 p.m. Please note that for temporary overnight parking the cumulative duration of these special permissions must not exceed 30 nights per vehicle per calendar year.

Library and Community Events

A source of pride to generations of residents, Westmount Public Library opened its doors on June 20, 1899 and is the community’s most-used public facility. Membership provides access to over 190,000 items including books, movies, music, eBooks and eMagazines. The Westmount Public Library also offers a variety of activities and events for residents of all ages such as book clubs, lectures, and film screenings.

Residents can obtain a library card at the Westmount Public Library, 4574 Sherbrooke Street West, Westmount, Quebec H3Z 1G1. Find out what you need to obtain a card on the library website.

Neighbouring the Westmount Public Library, Victoria Hall is Westmount’s community centre. It is used for City Council events, cultural and community presentations, art exhibitions and recreation courses offered by the City of Westmount. Access to Sports Facilities

The Facility Membership Card, exclusive to Westmount residents, grants access to the following sports facilities:

  • WRC pool
  • WRC skating rinks
  • Tennis courts in parks
  • Pickleball courts in parks

Residents can obtain their card via the online form or in person at the Westmount Recreation Centre. Guest passes are also available for residents and non-residents alike and can be purchased at the office at the WRC or online

A membership card is not required for:

  • Winter outdoor skating
  • The running track at the Westmount Athletic Grounds
  • Registration to sports and recreation activities (unless otherwise indicated)

Taxes

All invoices issued by the City can be paid electronically through your bank or in person at City Hall. Payments can be made by cash, cheque, Interac, telephone banking, preauthorized payment with banks (Hydro Westmount accounts only) or by return mail (no cash through the mail please).

Garbage and recycling

The City offers its residents door-to-door collections of garbage, recycling, food waste (compost), garden waste and bulky items. Recycling and food waste bins are provided for free.
