Westmount Assistance is a centralized service counter and hotline where residents can inquire about municipal services, report issues, or seek assistance. Come see us at City Hall or contact us by phone or email to get answers to your questions or be directed to the appropriate Department or resources. This office of the Customer Experience Division is part of the Communications Department.

The role of the Communications Department is to support Westmount City Council and all City Departments in producing clear and accurate information regarding municipal regulations, services, policies, and activities. It advises on policies and guidelines that ensure high-quality and consistent communications in keeping with the mission of Council, the role of the administration and the public image of Westmount. The Department is responsible for assessing the City’s communications needs and for making recommendations on the resources, tools, time and budget required to carry them out in an efficient and cost-effective manner. The Communications Department oversees Westmount Assistance, which is responsible for the customer experience and reception at City Hall.

The Community Events Division is responsible for the operation of the Victoria Hall community centre, including the adjacent art gallery, and the coordination of local events. This Division also supports Westmount residents and community groups who want to set up new events, create new groups or get involved as volunteers. The Community Events Division is part of the Westmount Public Library.

The Director General acts as the chief administration officer of the City. The Director General reports directly to City Council and has full responsibility for the operations of the City, ensuring that the decisions of Council are carried out through the various Departments. The Director General’s Office is a resource to obtain information on policies approved and enacted by Council. One of the highest priorities of the Director General is ensuring that excellent customer service is provided at every level of the City.

The Finance Department is responsible for the preparation of the City’s annual budget, collection of property taxes and other revenues, issuance of all payments, and execution of all accounting operations and procedures to track and report expenditures and revenues. The Purchasing Division of the City of Westmount reports to the Finance Department.

Westmount’s Human Resources Department assists the administration in carrying out strategic workforce planning, and ensures that all staff benefit from a safe and stable work environment free of labour conflicts. This Department provides training and opportunities to build on the competence of current employees, and ensures the recruitment of new personnel with the skills required to meet present and future needs.

Hydro Westmount maintains the power distribution network in Westmount which is used to deliver electricity to all homes and businesses. The utility also installs and maintains all street lights and traffic signals in the municipality. Hydro Westmount is committed to its customer satisfaction.

The primary role of the Information Technology Department is to provide the City with IT services and technical support, including an integrated computer network and stand-alone information systems, data transmission, Internet access and email services, and office systems. The Department is also responsible for providing technical support and user assistance services, both internally and to the general public, in close collaboration with all other administrative units of the City. Through its fundamental mission of processing information and providing technological services to the municipality, the Information Technology Department plays an important role in the City's operational capacity and efficiency. The Archives Division reports to the Information Technologies Department.

The Office of the City Clerk serves as the secretariat, clerk, archives and returning office of the City. It prepares, organizes, records, translates, conserves and retrieves City records and related documentation, and handles and processes legal matters, in order to provide information and services to the City Council and Administration, the public and the media, as required by and conforming to applicable laws and procedures.

A source of pride to generations of residents, the Westmount Public Library opened its doors on June 20, 1899. It is the community’s most-used public facility. The collection has grown from an original 2,000 to now over 190,000 items, including audiovisual and electronic media. All Westmount residents may obtain a free Library card.

Summer Hours
The Library is closed Sundays during the summer from mid-June until Labour Day.

The Public Safety Department enforces municipal by-laws, assists in protecting the Westmount community, and provides support to the Montreal Fire Safety Department (Service de sécurité incendie de Montréal) and to organisations responsible for emergency services. The unit also enhances the crime prevention programme. Members of the Public Safety Department provide Westmount with a uniformed 24-hour patrol service. All officers are trained in advanced first aid, cardio-pulmonary resuscitation (C.P.R.), expandable police baton, and pressure-point tactics.

The Public Works Department manages operational and administrative activities relating to public roads, water supply and sewerage infrastructure, municipal buildings, parks and green spaces, snow clearance and the vehicle fleet. The Environment Division, which notably manages waste collection services, reports to the Public Works Department.

The Sports and Recreation Department offers a variety of programmes to residents of all ages. Its objective is to help foster a strong sense of community, promoting Westmount as an ideal place to live, especially for young families. With a focus on personalized service, Recreation staff members are available to answer questions and comments regarding all of Westmount’s sports and recreation programs.
Please note that the office hours of the Sports and Recreation Department follow the opening hours of the City's administrative offices. Sports facilities and the Westmount Recreation Centre have separate opening hours.

The Urban Planning Department oversees the preservation and harmonious development of the City. It ensures the integration of architectural projects while respecting Westmount's built and landscape heritage. This Department processes applications for building, renovation and development permits in accordance with the City's by-laws, and guides the public in the application of the Guidelines for Renovating and Building in Westmount.
