Green Grants

➜ General Conditions and Application Form

The City of Westmount offers a number of grants for your sustainable purchases. Residents who purchase eligible products and meet the general conditions may request a refund during the same calendar year by submitting the online form and providing supporting documents. 

A maximum of two grant applications are accepted per address, or per occupancy unit, per year. A single application may include multiple purchases within the same grant category.

Westmount residents who purchase eligible products can apply for a subsidy, under the following general conditions:

  • applicants must provide proof of residency in Westmount;
  • purchases must be made online or from a registered business during the current year;
  • the minimum purchase amount is $40 before taxes, per request (excluding additional costs such as shipping);
  • products must be used or installed at the address associated with the request.

BIXI Membership

Bike-sharing helps reduce greenhouse gas (GHG) emissions while also being an active and sustainable transportation choice.

Eligible products

  • Seasonal membership
  • Monthly membership (minimum 2 months)

Specific conditions

The grant does not cover:

  • one-way passes
  • penalty fees (late fees, repairs, losses, etc.)
  • additional fees (BIXI Group Ride fees, electric BIXI, fees for trips lasting more than 45 minutes, etc.)

For a request made on behalf of a minor, one of the following additional documents is required:

  • proof of the relationship between the applicant and the minor (e.g. birth certificate, court order, etc.) OR

Greenhouse gas (GHG) emissions are produced throughout the food supply chain, from production and transportation to disposal. Wildlife Installations

Wildlife installations can promote wildlife biodiversity and increase pollination of neighbouring plants

Rain Barrels

Collecting rainwater allows you to water your plants and lawn, or even to wash your car, with chlorine-free water. Using rainwater allows you to reduce your use of drinking water.

Eligible products

  • plastic or wood rain barrel

Note: Any recipient containing water is a potential danger to young children and wildlife. Ensure the cover of your rain barrel is in place and securely fastened at all times.

The grant does not cover:

  • the purchase of materials or accessories for the fabrication, repair or modification of a rain barrel

Domestic Composters

Domestic composters allow you to produce a natural fertilizer, compost, which can be used to nourish the soil and plants, while reducing the quantity of organic waste (food and garden waste) sent to landfill.

The grant does not cover:

  • the purchase of worms
  • the purchase of materials or accessories for the fabrication, repair or modification of a domestic composter

Food waste collection is accessible to everyone! Contact us to obtain your green bin and use it in addition to your domestic composter. The green bin will allow you to sustainably dispose of animal products (dairy products, meat, bones) that do not go in your domestic composter.

Reusable Diapers for Babies and Children

Using reusable diapers allows to significantly reduce the amount of waste sent to landfill, and greatly reduces that amount of waste a household produces on a daily basis.

Eligible products

  • regular diapers: flat, pocketed, preformed, AI123-all-in-one/two/three, for swimming
  • reusable training underpants
  • diaper liners, inserts and covers
  • fasteners and fastening devices for flat diapers
  • waterproof transport bag
  • reusable nursing pads

Specific conditions

One (1) application per child, per address, per year. Individuals with multiple children or twins living under the same roof may submit one (1) application per child. The child must be under 5 years old.

The grants does not cover:

  • the purchase of materials to make one’s own products
  • hanging bags or laundry bags

Sustainable Yard Equipment

Use mulching blades on your grass and fallen leaves, and allow them to mulch your lawn. They will decompose in 48 hours and produce a natural fertilizer that will help nourish your lawn while reducing the use of paper bags.

  • mulching blades (3-in-1, all-purpose) for electric, manual or gasoline mower or tractor, including adapters

Specific conditions

Gasoline or electric equipment such as lawn mowers, trimmers, edgers, or others, 2-in-1 blades, or standard blades.

The grant does not cover:

  • any gas-powered, 2-in-1, or standard blade tractor, mower, or other equipment

Zero Waste and Eco-Friendly Products

Disposable and single-use products are often used for a short time, but can take hundreds of years to decompose, harming the environment and wildlife in the process. Opting for reusable products reduces waste at the source!

  • wool or plastic dryer balls
  • rechargeable battery charger and rechargeable batteries
  • beeswax cling film, as well as fabric or silicone bowl covers
  • reusable paper towels, toilet paper and tissues
  • reusable coffee filters and coffee capsules
  • reusable tea brewing bags and tea infusers
  • snack pouches with cap for sauces, yogurts and more
  • reusable bags for fruits, vegetables, sandwiches, snacks and more

The grant does not cover:

  • the purchase of materials for making your own products
  • tea infusers integrated into cups or pitchers

Sustainable Personal Hygiene Products

These reusable alternatives to disposable personal hygiene products make it possible to significantly reduce the amount of waste we produce. In the long term, they also help you save money.

Eligible products

Eligible products include reusable menstrual or incontinence products only:

  • pads and panty liners
  • removable inserts and pads
  • underwear (all types) or swimming bottoms
  • menstrual cups and discs
  • sponges
  • tampon or menstrual cup applicators
  • adult diapers
  • waterproof carrying pouches

Specific conditions

The grant does not cover:

  • the purchase of material to produce your own products
  • cleaning products

Plumbing Kit

Reduce your consumption or water and energy with the use of a low-flow shower head and toilet. Bidets can reduce the amount of toilet paper used (a product that requires a lot of water to manufacture). Even better, use your bidet along with reusable toilet paper (eligible in the zero waste product category).

Eligible products

  • Low-flow toilet certified HET (high efficiency) or WaterSense with a maximum of 4.8 liters per flush (LPF) or dual flush with a maximum of 6 liters per flush (LPF).
  • Bidet : toilet, handheld, bidet seat, or accessory

Electric kick scooters and bicycles are sustainable modes of transportation that also contribute to a healthier lifestyle.

Eligible products

  • bicycles for adults or children: hybrid, road, urban, fat bike, touring, with electric assistance, or electric
  • electric kick scooters
  • electric longboard
  • helmets for kids
  • padlocks or wheel skewer lock
  • lights or reflectors
  • bicycle trailers
  • baby seats
  • training wheels for children
  • regular or winter tires
  • part used for bike repair

Specific conditions

The grant does not cover:

  • bikes and accessories for mountain bikes, gravel bikes, BMX bikes, or tandem bikes
  • scooters and tricycles
  • reflective strips

  • 50% up to a total reimbursement of $100, for a minimum reimbursement amount of $40 before taxes

Tip: If your purchase includes multiple items for a total combined cost that exceeds the maximum refund amount, it may be preferable to split your purchase into two distinct requests in order to maximize your benefit from the programme.

Repair of Household Goods

In Quebec, a legal warranty is offered free of charge to consumers for the purchase of any good, including clothing and shoes! An item must, among other things, have a reasonable lifespan and be free of hidden defects, otherwise the merchant or manufacturer must reimburse, repair or exchange the item. Repair your goods instead of disposing of them and buying new ones. 

Eligible products

Costs of repairs carried out by a registered company for the following goods: 

  • Clothing and footwear; 
  • Watches; 
  • Regular and electric bicycles; 
  • Small and large household appliances ; 
  • Electronics. 

Specific conditions

The grant does not cover:

  • Gratuities for services rendered; 
  • Costs of maintenance, cleaning, and polishing; 
  • Jewelry or eyeglasses repairs; 
  • Repairs related to home renovations, vehicles, pools, spas, furniture, etc. 
  • Goods that have been reimbursed under Québec’s legal warranty

  • Photo of the item before and after the repairs (when possible) which clearly demonstrates the breakage and subsequent repair. 
  • Invoice or other valid proof clearly identifying or describing the nature of the repair.

Other Programmes and Grants

Lead Sampling Programme

In-home water testing

The City of Westmount’s annual lead sampling programme involves the testing of water at private residences throughout the City. This programme aligns with the guidelines of the Ministère de l’Environnement, et de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) for evaluating lead content in drinking water. Eligibility for the programme is based on the likelihood for lead service entries, which connect the municipal water network to a residence, in the area where a home is located.

If yours is a single-family home or a residential building of 8 units of less, built before 1971, that has not previously been tested by the City, you may proceed to fill out the form below. Your request for water testing will first be evaluated for your home’s eligibility. If your home is considered eligible for the programme, you will be contacted as testing slots become available.

The City of Montreal’s water service produces the water that is distributed by Westmount’s network. This water is of excellent quality and contains practically no lead. However, lead can sometimes dissolve into the drinking water when it stagnates or flows through lead plumbing components. This can lead to an increased concentration of lead at the tap, potentially exceeding the quality standard set by the Gouvernement du Québec.

Currently, the provincial standard for lead content in drinking water is 5 micrograms per litre. As some homes and buildings in Westmount may exceed this standard, the City is engaged in a lead elimination programme which includes water testing in private residences.

For 2025, there are 250 tests available at no cost to residents. If you are interested in taking part in the water sampling programme, please communicate your interest and the City will contact you in the spring to make an appointment.

Important information:

  • A limited number of tests is allotted annually on a first come, first served basis.
  • Tests must be conducted between July and September of each year.
  • Testing appointments require approximately 45 minutes.
  • Water testing is performed by an independent and accredited laboratory mandated by the City.
  • The technician will verify the material of the private water service entry inside the home during the appointment for testing. This information will be collected by the City.

Water testing in private residences is based on voluntary participation. All participating residents will be informed of their test results via a personalized letter when the study is complete. Otherwise, the results remain confidential.

Lead Subsidy Programme: replacement of private water services

As part its Lead Action Plan, the Engineering Department has developed a subsidy programme to encourage residents to replace the private lead or galvanised steel water service pipes. The programme offers homeowners a financial incentive to undertake these works if they meet the conditions defined within the programme and until available funds are exhausted for the calendar year.

Owners must apply for this grant after the work to replace their private lead or galvanised steel water pipes has been completed.

Objectives of the Subsidy Programme

Encourage homeowners to replace their private lead or galvanised steel water services in order to:

  • Reduce the exposure to lead in the drinking water
  • Extend the usable life of the building’s water connection
  • Improve residents’ quality of life
  • Conform to the MAMH requirements for a lead action plan

Subsidy Amount

The City’s Lead Action Plan proposes a 25% subsidy, up to $2,500 (taxes included) per home for the replacement of private lead or galvanised steel service pipes.

Eligibility

In accordance with the Municipal Aid Prohibition Act, eligibility will be initially based on the following criteria:

  • The building and water service must be located within the territory of the City of Westmount.
  • The building must have been constructed in or before 1971.
  • The building must have 8 units or less.
  • At least 50% of the building surface area must be used for residential purposes:
    • Buildings used exclusively for commercial purposes or intended to serve transient clientele are not eligible for this subsidy.
    • Buildings converted into residential or mixed-use buildings less than 20 years ago are not eligible for this subsidy.
    • Buildings built after 1971 are not eligible for this subsidy.

Additional Eligibility Requirements

To be eligible for the subsidy programme, the following requirements must be met:

  • A portion or the entire length of the private water pipe must be made of lead or galvanised steel.
  • All lead or galvanised steel pipes between the City’s valve and the private building must be replaced.
  • Plumbing work must be performed by a member of the Corporation des maîtres mécaniciens en tuyauterie du Québec (CMMTQ)
  • The necessary work and plumbing permits must be obtained from the City.

Documentation Required for Eligibility

To guarantee eligibility for the subsidy programme, property owners must also provide the City with the following documents:

  • Proof of the presence of lead or galvanised steel pipes (signed attestation by a CMMTQ-registered plumber with supporting photos).
  • Photos of the landscaping before the work is carried out.
  • Confirmation from a CMMTQ-registered plumber that the entire private water service has been replaced.
  • Copy of the plumbing permit issued by the City.
  • An itemized list of all work done with all supporting invoices.

Eligible Work

  • Removal and replacement of the private water service.
  • Excavation.
  • Plumbing work.
  • Backfilling.
  • Restoration of the property to its original condition, including landscaping.
  • Landscaping elements such as modifying the existing landscaping, changing materials, or adding new plants following the water service replacement are not eligible for the subsidy.
  • Excavation work must be carried out by a specialized contractor with an RBQ license.
  • Plumbing work must be performed by a member of the Corporation des maîtres mécaniciens en tuyauterie du Québec (CMMTQ).

Eligible Costs

  • Cost of materials purchased.
  • Cost of equipment, tools, and labor required to perform the eligible work (taxes included).

Corrective Work

If corrections or additions need to be made to the work after the subsidy has been granted, it is understood that this additional work will not be eligible for a new subsidy.

Eligibility Period

The subsidy application form must be submitted to the City for approval within 12 months of the completion of work on the private portion of the lead or galvanised steel water service. Subsidy requests will be treated on a first-come, first-served basis. Applications will be accepted until available funds are exhausted for a calendar year (period between January 1 and December 31).

2023 Exception

Exceptionally, lead and galvanised steel service replacements completed between January 1 and December 31, 2023, will be accepted under the 2024 subsidy programme, subject to the availability of funds. Subsidy requests will be treated on a first-come, first-served basis.

Process

  • Fill out the subsidy application form on the Citizen Portal.
  • Submit the following documents along with the subsidy application form:
    • Proof of ownership: Current year’s municipal tax bill or deed of purchase.
    • Authorization letter (if applicable): A letter from the property owner authorizing a representative (individual) to sign the form.
    • Detailed contractor invoice: A sufficiently detailed invoice from the contractor who replaced the private portion of the lead supply line.
      OR
    • Material purchase invoices: Invoices for the purchase of materials needed to replace the private portion of the lead supply line.
  • Proof of lead or galvanised steel pipes: A signed attestation by a CMMTQ-registered plumber with supporting photos.
  • Proof of replacement date: Proof of the date the private lead or galvanised steel water service was replaced.
  • Before and after landscaping photos: Photos of the landscaping before and after the replacement work is completed.
  • A copy of all permits issued for the work.
  • Additional documentation: Any other documents deemed necessary by the Engineering Department to process the application.
