The City offers programmes and grants to encourage individual action that benefits the community.
The City of Westmount offers a number of grants for your sustainable purchases. Residents who purchase eligible products and meet the general conditions may request a refund during the same calendar year by submitting the online form and providing supporting documents.
A maximum of two grant applications are accepted per address, or per occupancy unit, per year. A single application may include multiple purchases within the same grant category.
Westmount residents who purchase eligible products can apply for a subsidy, under the following general conditions:

Partage Club is a Quebec-based application that encourages neighbours to share items instead of buying them. It’s a solution to over-consumption that encourages reduction at the source, while saving you money in the process!

Greenhouse gas (GHG) emissions are produced throughout the food supply chain, from production and transportation to disposal. Platforms and companies offer the opportunity to buy food products destined for disposal at reduced prices. Saving food from disposal, while encouraging businesses that facilitate this practice, is a gesture for the planet!

Wildlife installations can promote wildlife biodiversity and increase pollination of neighbouring plants

Collecting rainwater allows you to water your plants and lawn, or even to wash your car, with chlorine-free water. Using rainwater allows you to reduce your use of drinking water.
Note: Any recipient containing water is a potential danger to young children and wildlife. Ensure the cover of your rain barrel is in place and securely fastened at all times.
The grant does not cover:
Domestic composters allow you to produce a natural fertilizer, compost, which can be used to nourish the soil and plants, while reducing the quantity of organic waste (food and garden waste) sent to landfill.
The grant does not cover:
Food waste collection is accessible to everyone! Contact us to obtain your green bin and use it in addition to your domestic composter. The green bin will allow you to sustainably dispose of animal products (dairy products, meat, bones) that do not go in your domestic composter.
Using reusable diapers allows to significantly reduce the amount of waste sent to landfill, and greatly reduces that amount of waste a household produces on a daily basis.
One (1) application per child, per address, per year. Individuals with multiple children or twins living under the same roof may submit one (1) application per child. The child must be under 5 years old.

Use mulching blades on your grass and fallen leaves, and allow them to mulch your lawn. They will decompose in 48 hours and produce a natural fertilizer that will help nourish your lawn while reducing the use of paper bags.
Gasoline or electric equipment such as lawn mowers, trimmers, edgers, or others, 2-in-1 blades, or standard blades.
The grant does not cover:
We require a product sheet or description, or a photo of the packaging, indicating the type of blade (shredder, 3-in-1, all-purpose) purchased.
Disposable and single-use products are often used for a short time, but can take hundreds of years to decompose, harming the environment and wildlife in the process. Opting for reusable products reduces waste at the source!
The grant does not cover:
These reusable alternatives to disposable personal hygiene products make it possible to significantly reduce the amount of waste we produce. In the long term, they also help you save money.

Reduce your consumption or water and energy with the use of a low-flow shower head and toilet. Bidets can reduce the amount of toilet paper used (a product that requires a lot of water to manufacture). Even better, use your bidet along with reusable toilet paper (eligible in the zero waste product category).
Low-flow showerheads and toilets:
Electric kick scooters and bicycles are sustainable modes of transportation that also contribute to a healthier lifestyle.
The grant does not cover:
We require a photo of the bicycle, the longboard or kick scooter.
Tip: If your purchase includes multiple items for a total combined cost that exceeds the maximum refund amount, it may be preferable to split your purchase into two distinct requests in order to maximize your benefit from the programme.
In Quebec, a legal warranty is offered free of charge to consumers for the purchase of any good, including clothing and shoes! An item must, among other things, have a reasonable lifespan and be free of hidden defects, otherwise the merchant or manufacturer must reimburse, repair or exchange the item. Repair your goods instead of disposing of them and buying new ones.

The City of Westmount’s annual lead sampling programme involves the testing of water at private residences throughout the City. This programme aligns with the guidelines of the Ministère de l’Environnement, et de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) for evaluating lead content in drinking water. Eligibility for the programme is based on the likelihood for lead service entries, which connect the municipal water network to a residence, in the area where a home is located.
If yours is a single-family home or a residential building of 8 units of less, built before 1971, that has not previously been tested by the City, you may proceed to fill out the form below. Your request for water testing will first be evaluated for your home’s eligibility. If your home is considered eligible for the programme, you will be contacted as testing slots become available.
The City of Montreal’s water service produces the water that is distributed by Westmount’s network. This water is of excellent quality and contains practically no lead. However, lead can sometimes dissolve into the drinking water when it stagnates or flows through lead plumbing components. This can lead to an increased concentration of lead at the tap, potentially exceeding the quality standard set by the Gouvernement du Québec.
Currently, the provincial standard for lead content in drinking water is 5 micrograms per litre. As some homes and buildings in Westmount may exceed this standard, the City is engaged in a lead elimination programme which includes water testing in private residences.
For 2025, there are 250 tests available at no cost to residents. If you are interested in taking part in the water sampling programme, please communicate your interest and the City will contact you in the spring to make an appointment.
Important information:
Water testing in private residences is based on voluntary participation. All participating residents will be informed of their test results via a personalized letter when the study is complete. Otherwise, the results remain confidential.
As part its Lead Action Plan, the Engineering Department has developed a subsidy programme to encourage residents to replace the private lead or galvanised steel water service pipes. The programme offers homeowners a financial incentive to undertake these works if they meet the conditions defined within the programme and until available funds are exhausted for the calendar year.
Owners must apply for this grant after the work to replace their private lead or galvanised steel water pipes has been completed.

The City’s Lead Action Plan proposes a 25% subsidy, up to $2,500 (taxes included) per home for the replacement of private lead or galvanised steel service pipes.

If corrections or additions need to be made to the work after the subsidy has been granted, it is understood that this additional work will not be eligible for a new subsidy.
The subsidy application form must be submitted to the City for approval within 12 months of the completion of work on the private portion of the lead or galvanised steel water service. Subsidy requests will be treated on a first-come, first-served basis. Applications will be accepted until available funds are exhausted for a calendar year (period between January 1 and December 31).
Exceptionally, lead and galvanised steel service replacements completed between January 1 and December 31, 2023, will be accepted under the 2024 subsidy programme, subject to the availability of funds. Subsidy requests will be treated on a first-come, first-served basis.
