Parking and Tickets

Parking is limited to four hours on every Westmount street, unless otherwise indicated. Parking permits are available for residents. Visitors to Westmount may request an overnight parking permit free of charge.

Parking Permits

Conditions and Requirements to Apply for a Parking Permit

Conditions

  • Westmount citizens (property owners or tenants) are eligible for a “G” 24 hour parking permit if the number of their vehicles exceeds the number of parking spaces at their residence. If you have available parking spaces on your property or rental location, you will only be eligible to obtain one green “W” permit per household.
  • At any time, the City reserves the right to perform on-site inspections to confirm how many parking spaces are present at a given address. The City also reserves the right to withdraw any parking permit that has been wrongfully issued to a resident, or if parking becomes available on their property in the future.

Requirements

When obtaining your parking permit, you must provide the following information:

  • Driver’s license (with Westmount address)
  • Vehicle registration
  • 2 recent bills (within the last 3 months) indicating the address in Westmount, such as bills from Hydro Westmount or phone and internet service providers

Tenants renting apartments or houses, or condo owners, must provide the following additional information:

  • A letter from the property owner or landlord confirming that there are no available parking spaces on their property
  • Tenants must also bring a copy of their lease agreement

When transferring an active permit to another vehicle, you must provide:

  • The new car registration (If the car registration is under a different name, you must bring two proofs of residence.)
  • The old sticker, or documentation that you’re no longer in possession of the old vehicle.

Types of Parking Permits

Westmount residents who do not have sufficient parking space on their property, including anyone living in an apartment, condo or similar dwelling, may apply for permission to park on the street.

Red 'G' permit

Red “G” permit allows the car owner to park on the street for a maximum of 24 hours at the same location. This permit cannot park in the orange “C” or blue “A” permit zones denoted below.

Permit holders cannot park illegally and must pay any parking meters. A refund is available under certain circumstances. However, before a refund is given, the permit holder must remove and return the permit.

Orange 'C' permit

Orange “C” permits are issued to car owners who reside on Mt. Stephen, Springfield and Metcalfe (north of Sherbrooke). The same conditions apply to these permits as they do for the “G” permits. A refund is available under certain circumstances. However, before a refund is given, the permit holder must remove and return the permit.

Blue 'A' permits

Blue “A” permits are issued to car owners who reside on Abbott, Irvine, Lewis, Blenheim, Park Place, Academy and sections of St Catherine. The same conditions apply to these permits as they do for the “G” permits. A refund is available under certain circumstances. However, before a refund is given, the permit holder must remove and return the permit.

Green 'W' permits

Green “W” permits are issued to home owners (renewable every 1 year) and with a limit of one per household. These permits are valid for a maximum of 4 hours in 1 or 2 hour zones and reserve zones (except the “C” and “A” reserve zones where they are prohibited). These permits do not allow the holder to park overnight. Permit holders cannot park illegally and must pay any parking meters. A refund is available under certain circumstances. However, before a refund is given, the permit holder must remove and return the permit.

Annual Permit Fees

Permit fees for “G”, “C” and “A” are:

  • $225 annually for the 1st car
  • $450 annually for the 2nd car
  • $675 annually for the 3rd car

Permit fees for “W” are:

  • $40 annually

The annual tariff for the first “G” permit, pertaining to an electric vehicle is:

  • $160

Please note that these permits do not supersede other parking restrictions, including parking meters, no-parking zones, fire hydrants or temporary signage. Always check before parking.

Parking Permit Renewal

Renewals can be made within 30 days after the expiration date without the trouble of being considered a new applicant. Please note, however, that the applicant remains responsible for all parking infractions received during this period.

Outdoor Parking Lots

Westmount operates outdoor parking lots at the following locations:

  • Greene Avenue between Sherbrooke Street and De Maisonneuve Boulevard
  • Prince Albert Avenue near St. Catherine Street
  • Tupper Street near Gladstone Avenue
  • Victoria Avenue north of Sherbrooke Street
  • Westmount Recreation Centre (WRC)
  • Westmount Public Library

Some parking lots have paid parking zones. Special parking permits are required for the Prince Albert and Tupper parking lots where spaces are reserved for lessees. The monthly tariff is $225. Please note that there are significant waiting lists for this type of permit. To submit your name to obtain a parking space, or for any other question, please contact the Parking Permits Office at 514 989-5222.

Please take note that there is a 4-hour limit at all times for permit holders parked in the Westmount Recreation Centre and Westmount Public Library parking lots.

Other Temporary Parking

Special permission is required for exceptional parking on Westmount streets, including temporary permits when a driveway or garage is inaccessible.

  • Monday to Friday
  • 8:30 a.m. to 4:30 p.m.

Street Parking

Overnight Parking

To reserve overnight parking for visitors, please contact the Public Safety Department between 8:30 a.m. and 11 p.m., 7 days a week:

Be prepared to provide your name, address, the location of the parked vehicle, and its license plate number. The overnight parking permission (11 p.m. to 8 a.m.) should be recorded by Public Security before 11 p.m.

Please note that for temporary overnight parking, the cumulative duration of these special permissions must not exceed 30 nights per vehicle per calendar year.

Pay-by-Plate Parking

Parking pay stations in Westmount feature pay-by-plate technology, allowing users to pay for on-street parking based on the licence plate number rather than on the parking spot. Users may move their vehicle without having to pay again within the same parking zone.

With this system, users are able to purchase parking minutes by coin, by debit or credit card, or by mobile device.

Drivers are advised to pay attention to new signage on each street, which indicates the schedule for the metered parking hours as well as the maximum number of hours permitted.

Pay by Mobile App

Users are able to purchase parking minutes through the Passport Parking Canada mobile app at any time, and from anywhere, without having to return to the pay-station.

Please note that there is a $0.25 charge per transaction when using the mobile app.

Parking for Moving Trucks

Residents moving in or out of Westmount can reserve parking spaces for moving trucks by calling the Public Works Department the day before the move.

Businesses may also reserve parking spaces temporarily by obtaining a permit from Public Works. For more details, please contact the department at 514 989-5311

Parking During Snow Removal and Street Cleaning

If your vehicle is towed during snow removal or street cleaning operations, please contact Public Safety at 514 989-5222.

Snow Removal

Advance warning of snow removal and the times at which it will be taking place are given by flashing or fixed lights on major thoroughfares, and by special signage placed on side streets.


Westmount depends on the cooperation of all drivers in the City to ensure that snow is removed quickly and efficiently throughout the winter. The next time it snows, look up and check carefully for orange signs prior to 7 a.m. Vehicles blocking snow removal operations will be towed.

Street Cleaning

Street cleaning occurs on a fixed schedule and parking is not permitted during the designated periods, which are clearly posted.

Check parking signs carefully, as these restrictions are strictly enforced.

Idling engines

Leaving a vehicle engine idling is costly to the environment and to you. It pollutes the air you breathe and wastes your money. It’s also illegal.

In Westmount, idling your vehicle for more than 3 minutes within a 1-hour period is banned. Violators could face a minimum fine of $57 for each offence.

Charging Stations for Electric Vehicles

In order to continue to offer its residents a better quality of life and a healthy environment, the City of Westmount is deploying a network of charging stations for electric vehicles. This project, carried out with the participation of Hydro Westmount, will reduce the City’s ecological footprint by reducing greenhouse gas (GHG) emissions.

Standard Charging Stations (240 V)

To accommodate the majority of electric vehicles and to best serve the City’s residents and visitors, Hydro Westmount has opted to install 240-volt standard charging stations.

Rates

The rate for recharging may vary from one charging station to another depending on certain parameters. To find out the rate, please refer to the rate shown on the screen of the charging station you are using.

Please note that parking fees are not included in the charging cost. Therefore, if you are recharging your vehicle at a metered parking spot, you must also pay the pay-by-plate fee.

Payment of Tickets

Payment of Tickets and Fines

To pay tickets or fines issued within 30 days of the infraction by the City of Westmount or Ville de Montréal, you can pay:

Ville de Montréal and City of Westmount parking and traffic infractions can be paid by credit card (Visa or Mastercard) online. Prepaid cards are not accepted.

For all other types of violations, such as animal or cleanliness violations, you must send your payment by mail or in person.

To make a payment in person, Westmount residents must go to one of the three service points of the Cour municipale de la Ville de Montréal. These locations are open Monday to Friday from 8:30 a.m. to 4:30 p.m. Payments can be made by cash, debit card, credit card or money order.
