The adoption of a budget is the culmination of a long and detailed process. It begins with a strategic planning workshop in the first quarter of each year. In the spring, Council establishes the general guidelines for the following year’s operating budget and 3-year capital works budget. Each Department then builds their budget which must be presented to the Budget Team and the relevant Council Standing Committee by October. The completion of all this work is then consolidated into the budget documents presented to the public at a special Council meeting in December or January.
Throughout this entire process, the Finance Department is perpetually updating data and testing scenarios, in particular with regard to taxation rate options.
