The Atkins Réalis report confirms compliance with the noise standards set out in Decree 890-2010 governing the construction of the Turcot Complex on the territory of the City of Westmount

The City of Westmount has released the final report by the firm Atkins Réalis (formerly SNC-Lavalin), dated July 7, 2025, on noise levels generated by Route 136 within its territory as part of the Turcot Interchange project.

Commissioned jointly by the City of Westmount, the Ministère des Transports et de la Mobilité durable (MTMD), and KPH Turcot in the context of legal proceedings, this independent assessment confirms that noise levels recorded in Westmount in Fall 2022 are overall lower than those measured before the reconstruction of Route 136.

In parallel, the MTMD is currently conducting a new noise assessment campaign as part of the “five years after commissioning” follow-up provided for in Condition 15 of Decree 890-2010. This campaign aims to continue acoustic monitoring in the area and to ensure that results remain within the limits permitted by the decree.

The City of Westmount is actively collaborating in this follow-up campaign. Depending on the results obtained, the MTMD may be required to implement mitigation measures in accordance with the requirements of the decree.

In light of the conclusions of the Atkins Réalis report and the ongoing actions by the MTMD, the City of Westmount is ending its previous legal proceedings related to noise from the Turcot Interchange. This decision was approved by the City Council at its regular meeting held on October 1, 2025.
