Electors

Who can vote?

Any natural person qualifies as an elector if he or she:

  • is of full age on November 2, 2025;
  • is a Canadian citizen on September 1, 2025;
  • is not under curatorship; and
  • has not been convicted in the last five years of an offence that is a corrupt electoral practice.

The person must also satisfy one of the following three conditions:

  • be domiciled in the territory of the City of Westmount on September 1, 2025 and in Québec since at least March 1, 2025;
  • have been the owner of an immovable situated in the territory of the City since at least September 1, 2024; and
  • have been the occupant of a business establishment situated in the territory of the City since at least September 1, 2024.

Owners of immovables and occupants of business establishments

To be entered on the electoral list, sole owners of immovables and sole occupants of business establishments situated in the territory of the City of Westmount must submit an application to that effect to the Returning Officer. The applications must be received by the Office of the Returning Officer no later than October 3, 2025. Applications received after that date but before the end of the work of the board of revisors will be regarded as applications for modification of the electoral list and will be dealt with as such by the board of revisors.

Co-owners and co-occupants

In the case of an immovable belonging to undivided co-owners, or in the case of a business establishment occupied by co-occupants, only the undivided co-owner or co-occupant designated in a power of attorney signed by the majority of co-owners or co-occupants who qualify as electors on September 1, 2025 will be entitled to be entered on the electoral list as owner of the immovable or as occupant of the business premises. The aforementioned powers of attorney must be received by the Office of the Returning Officer no later than October 3, 2025. Powers of attorney received after that date but before the end of the work of the board of revisors will be regarded as applications for modification of the electoral list and will be dealt with as such by the board of revisors.

Elector in several capacities

A person who, on September 1, 2025, is an elector in several capacities will be entered on the list in only one capacity, in the following order of ranking:

1) as a person domiciled in the City of Westmount;
2) as the sole owner of an immovable in the City of Westmount;
3) as the sole occupant of business establishment in the City of Westmount;
4) as the undivided co-owner of an immovable in the City of Westmount; or
5) as the co-occupant of business establishment in the City of Westmount.

It is not enough to merely qualify as an elector; to be able to exercise the right to vote in the general election of November 2, 2025, the elector must actually be entered on the electoral list. As opposed to other levels of government, an elector may not add his or her name to the list on voting day.

Only electors whose names are on the electoral list will be entitled to vote on November 2, 2025.

The City of Westmount’s electoral list is constituted from the list of domiciled electors entered on the permanent electoral list of Québec. However, the Returning Officer may, up to October 8, 2021, add to that list the names of persons entitled to be entered as the owners of an immovable or as the occupants of a business establishment.

As of October 11, 2021, a notice indicating, for every address, the name of electors entered on the electoral list as well as the place, days and times of revision of the electoral list will be sent to every address in the territory of the City of Westmount. If the details on that notice are incomplete or inaccurate, the elector should appear before the board of revisors and apply for entry, correction or striking, as the case may be.

The board of revisors will sit at Westmount City Hall situated at 4333 Sherbrooke Street West:

  • October 21, 2021 (2:30 p.m. to 10:00 p.m.)
  • October 25, 2021 (10:00 a.m. to 5:30 p.m.)

As of October 20, 2021, a reminder card will be sent to every elector entered on the list indicating his or her electoral district, polling division, the place where elector may exercise the right to vote as well as the names of the candidates for Mayor and for councillor for his or her district.

To expedite the voting process, electors should keep the reminder card and present it to the elections personnel on voting day.

Advance poll will take place on Sunday, October 31, 2021 and Monday, November 1st, 2021 from 9:30 a.m. to 8:00 p.m. The locations are to be determined.

To be able to exercise the right to vote, an elector must establish his or her identity by presenting one of the following identity documents:

  • a medical insurance card issued by the Régie de l’assurance-maladie du Québec;
  • a laminated driver’s license or learner’s permit issued by the Société de l’assurance automobile du Québec;
  • a Canadian passport;
  • a certificate of Indian status issued to persons recorded in the Indian Register under the Indian Act; or
  • a Canadian Forces identification card issued under Order CFAO 26-3 by the Department of National Defence.

It should be noted that no other document is acceptable as establishing an elector’s identity when for that person intends to exercise his or her right to vote.

If an elector is unable to present any of the above-mentioned documents, he or she will be directed to the elector identify verification table at the polling station.
