Planning Advisory Committee (PAC)

PAC Roles:

As an advisory committee to City Council, the PAC provides recommendations for the approval or rejection of permit applications reviewed under the By-law on Site Planning and Architectural Integration Programmes.
Upon Council’s request, the PAC also provides recommendations on matters related to urban planning, zoning, subdivision and building in Westmount.
In accordance with the Cultural Heritage Act, the PAC acts as the Westmount Heritage Council and advises Council on matters related to heritage conservation.

PAC composition:

The PAC is composed of 7 members, including: 2 members of the City Council, 3 architects, 1 urban planner, 1 member who is either an urban planner, an architect, or a professional from a related discipline.

PAC Meetings:

Generally, when an application for a permit for renovations and construction concerns the exterior of a property, the application is submitted to the PAC. Below is a tentative schedule of meetings. The dates of these meetings are subject to change without notice. Please note that PAC meetings take place over two days.

Important information:

Only applications that are complete and in compliance with the regulations (e.g. zoning, site planning and architectural integration programmes) may be presented to the PAC.
To plan the architectural concordance of your major project (e.g. new construction, building expansion, substantial window and door replacement), please contact architecture and built heritage consultant Youki Cropas ycropas@westmount.org
The PAC will make a recommendation to the City Council for approval or refusal of the application. Please note that the PAC may also defer its opinion to allow the applicant to revise his application to better meet the regulatory requirements.
Once an application has been approved the City Council, some documents related to construction or coordination may be required before the issuance of a permit.

PAC meetings schedule

For major application requests (e.g. new construction, building expansion, substantial window and door replacement), please submit the application two (2) weeks BEFORE the submission deadline (e.g. for the March PAC meeting, please submit the complete application by January 24 instead of February 7).
After the Council’s decision, please allow one week for the resolution describing this decision to be issued.
