Licence for landscapers and snow removal contractors

Contractors hired by residents of Westmount to maintain private land (snow removal, lawn mowing, watering, outdoor maintenance) must obtain a license and put a sticker on their vehicle, which will be sent by mail. Fill out the following form to obtain your licence. A fee of $158/vehicle applies. Before you begin, please ensure you have :

A list of addresses of your clients

The technical data sheet of your leaf blower when applicable

NOTICE TO LANDSCAPE GARDENERS

WASTE COLLECTION

Accepted yard waste can be brought to the Belvedere road depot or disposed of via the door-to-door curbside collection between mid-April and the end of November. Opening days and hours of the Belvedere road depot and collection days per sector can be found at westmount.org/greenwaste. Please ensure that garden waste is placed in paper bags or open containers weighing no more than 50 lbs. Acceptable materials include grass clippings, plants and leaves. Soil, stones and wood logs are not accepted. Small branches up to 2.5 cm in diameter and not exceeding 1 m in length must be tied in bundles with natural twine (not plastic rope). Waste must be placed at the curb by 7:00 a.m. on collection day. Waste in plastic bags or loose will not be collected.

Under the by-law 1617 on waste management, any legal person disposing of residues on a street, sidewalk, laneway, vacant lot or public garbage bin is liable to a fine of up to $4,000.

LEAF BLOWER
Extract from the Nuisances By-Law 1475, as amended

6.2 The following constitute infractions liable to the penalties provided for in this by-law when any person:
a) Uses any leaf blower, leaf or twig vacuum, power broom or any similar device, except from Monday to Saturday inclusive, after 8:00 a.m. and before 4:00 p.m.;
b) Uses a leaf blower or any similar device between June 1st and September 30th;
c) Uses a leaf blower or any similar device powered by a gasoline engine at any time, starting October 1, 2023.

6.2.1 Notwithstanding the foregoing, the use of leaf blowers or any similar device is prohibited on any legal holiday or public holiday.

6.2.2 In accordance with current regulations, a person who provides services that include the use of a leaf blower shall hold a valid licence issued by the authority having jurisdiction. In order to obtain this permit, the person must submit a complete list of leaf blowers that the person intends to use within the City, including the model of each blower.

6.2.3 Any person, or any person whose services they retain, who uses or operates, or allows to be used or operated, a leaf blower in violation of Sections 6.2 to 6.2.2 shall be presumed to have violated this bylaw.

In addition to the foregoing, in the case of a contractor, the contractor's license shall be
automatically revoked if, during the same year, the contractor is found guilty of three
(3) or more violations of any of Sections 6.2 to 6.2.2.
