Purpose of position

Reporting to the Director General, the incumbent is responsible for Engineering, Urban Planning, Environment and Mobility departments, which form a project office and territory management team. His/her role is to plan, organize, manage and control the activities, budget and employees assigned to the project office, including the City's cross-functional projects, in collaboration with other departments. He/she develops and implements a long-term strategic vision of asset management that takes into account the built heritage, new projects, citizens' needs, asset maintenance and funding sources.

The incumbent will also be responsible for managing all phases of project management, including coordinating multidisciplinary teams while ensuring collaboration between all stakeholders, and closely monitoring schedules in order to maximize efficiency in terms of costs, deadlines and quality of work.

In addition, the incumbent plans and implements urban development and transformation projects based on innovation and sustainable development to create resilient, comprehensive and inclusive living environments.

Qualifications

  • Bachelor's degree in engineering, urban planning, business administration or any other relevant field;
  • Membership in good standing with a professional order is an asset;
  • Master's degree in project management is an asset;

Experience

  • Have a minimum of ten (10) years' experience in activities related to the position, such as: management and coordination of territory management activities; project management; personnel management;
  • Experience in a municipal environment is considered an asset.

Main Responsibilities

  1. Determines, in collaboration with the Director General, the strategic and operational orientations, concrete objectives and priorities of the project office;
  2. Manages the human, financial, material and information resources under his/her jurisdiction, in compliance with the rules, standards, regulations and collective agreements in force. Implements change management strategies to foster a culture of mobilization and performance;
  3. Analyzes the business requirements of each project and is responsible for coordinating the strategy in terms of built heritage management, asset management, special project management and PTI, particularly in terms of urban infrastructure rehabilitation, building restoration and park development modernization;
  4. Propose solutions for complex projects that require a multidisciplinary approach and the coordination of several stakeholders;
  5. Is responsible for respecting the priorities of the portfolio of projects assigned to him/her, the stages of completion, the scope, the quality and all the metrics for each project entrusted to him/her, as well as the roles and responsibilities of the various stakeholders, and ensures follow-up and monitoring throughout the duration of the project;
  6. Develops and updates an asset and infrastructure management plan.
