Purpose of position

The work consists of purchasing goods and services on the best possible terms in order to provide the municipal departments with the assistance necessary to ensure their proper functioning, of processing invoices to be paid, and of keeping stock levels and stock movement reports up to date.

Qualifications

  • Diploma of Collegial Studies in a relevant sector and specialty.

Experience

  • Two (2) if not three (3) years of experience in an environment that enabled the incumbent to become familiar with the field
  • Experience in the field of purchasing, mainly in the public sector, is an important asset.

 

EXAMPLES OF TASKS

  1. Negotiates with suppliers, at his/her discretion, the purchasing terms and prices that are based on the materials required for the warehouse inventory and the needs of the managers.
  2. Analyzes requisitions that are submitted, communicates with the concerned persons to obtain details on the nature of the need, quantities, quality and reasons justifying the ordered goods. Ensures to buy at the most advantageous price. Approves and issues appropriate purchase orders.
  3. Assists his/her supervisor in the development of strategic purchasing guidelines and makes the necessary recommendations for controlling and monitoring department needs.
  4. Drafts and carries out public and invitational calls for tenders as well as provisions for the specifications.
  5. Analyzes and assesses bids or proposals received in accordance with the requirements of the call for tenders and the purchasing policies and procedures in effect and reports the conclusions to his/her supervisor.
  6. Assists applicants in planning future needs, keeps the list of contracts in effect up to date, reports any noted anomalies to his/her supervisor, and makes appropriate recommendations.

Knowledge of:

  • Very good knowledge of the purchasing field, including laws and regulations
  • French and English, spoken and written
  • Windows Suite
