Purpose of position

Reporting to the Division Head, Management and Planning of Building Projects, this incumbent is responsible for the planning and execution of various new construction and rehabilitation projects for municipal buildings, facilities, structures, etc. To this end, he organizes all activities related to budget monitoring, schedules, document management, calls for tenders, feasibility studies, and plans and specifications for the projects under his responsibility in order to complete said projects and support the building objectives.


  • Undergraduate Degree (Bachelor's degree) in Architecture;
  • Be a member in good standing of the Ordre des architectes du Québec;
  • PMP certification is an asset.


  • A minimum of four (4) years of experience allowing the position holder to become familiar with the responsibilities of the position.

Main Responsibilities

  1. In collaboration with his immediate superior, assist in the assessment of needs by conducting summary inspections and analyses of the condition of the existing municipal buildings and prepare reports, priorities and establish schedules for the completion of projects.
  2. Analyze, plan, develop, and monitor projects requiring complex technical knowledge related to the construction or rehabilitation of municipal buildings, facilities, structures, etc.
  3. Serve as a consultant to clients in order to prepare functional and technical programs (FTP) for projects. Follow up with the professionals involved and the internal and external clients to ensure compliance with the needs expressed.
  4. According to the needs of the department, coordinate and/or draft plans and specifications and calls for tenders, analyze bids, evaluate suppliers (professionals and contractors), and recommend the awarding of work contracts to the decision-making authorities.
  5. Coordinate mandates awarded to professional firms and/or consortia at the technical, financial, and administrative levels during the design and implementation phases of projects, in accordance with the requirements of the City of Westmount’s Engineering Department.
  6. Participate in the progress of mandates and various projects, participate in the negotiation of change orders with professionals or contractors, verify the payment of invoices for fees or work, recommend the acceptance of changes to contracts.
  7. Verify and validate documents, plans and specifications prepared by professionals for both tenders and work; ensure compliance with existing laws and regulations as well as City of Westmount standards and procedures and direction.
  8. Complete and prepare progress reports, administrative reports, and other technical documents related to his work and present explanations of the work in progress and the status of expenditures to his superior and to the various decision-making authorities.
