Purpose of position

Under the responsibility of the director of Hydro Westmount, the incumbent manages all customer service operations, including billing, customer service, meter reading, implementation and maintenance of the IT systems that support these operations. It also oversees the maintenance of the network. Will also be responsible for the maintenance and upgrading of traffic and street lights. Prepares and implements the unit’s annual budget, controls costs and recommends effective solutions.

Must also assist the director in planning various development projects and work and in developing policies and strategies for delivering effective, profitable services. Helps prepare annual operating budget and three-year capital expenditures budget. Manages the unit’s human, financial, material and information resources.

In addition, must implement an occupational health and safety (OSH) program and ensure the management and coordination of this file.

MAIN RESPONSABILITIES
1. Collaborates with his/her superior to determine the Unit’s directions, objectives and priorities, in accordance with the Department’s mission.
2. Manages the human, financial, material and information resources of his/her administrative unit and ensures that employees receive the necessary health and safety training, that work methods are understood and that employees use equipment
properly and in compliance with CSST standards.
3. Takes citizen complaints associated with operations on the grid and customer service, analyzes requests; documents his/her responses; looks for appropriate solutions.
4. Ensures that maintenance program, repair and restoration schedules for overhead and underground power distribution systems and streetlight and traffic light systems be applicable.
5. Supervises contractors and consultants to approve the work they do on projects and to monitor their methods, materials, costs, invoices and delays.

Qualifications

  • Bachelor’s degree in a field appropriate for the position (i.e. administration, electrical engineering or other).
  • Member in good standing of the Ordre des ingénieurs du Québec is an asset.

Experience

  • Minimum of eight (8) years of experience to ensure familiarity with the position's responsibilities, such as:
  • • Management and coordination of electrical grid operations activities;
  • • Performance of construction and maintenance work on distribution system facilities (overhead and underground) and municipal electrical facilities;
  • • Management experience.
  • Knowledge of distribution equipment such as circuit breakers, transformers, disconnectors, switches, fuses, lightning arresters, protective devices, etc.
  • Knowledge of how to apply procedures and regulations related to the field of activity.
  • Knowledge of occupational health and safety (OHS) laws and regulations.
  • Knowledge of how to use Windows computer software (Word, Excel, Project Manager, Autocad, etc.).
  • Knowledge of both languages (French, English), spoken and written.
  • Abilities and skills - team work, ability to manage staff and conflict-resolution and problem-solving.
  • Abilities and skills - Good judgment and ability to analyze and summarize.
  • Ability to act as a consultant in your field and ability to argue a position and convince stakeholders.
  • Ability to manage projects and to see the bigger picture.
