Division Head – Permits and Inspections
Purpose of position
Reporting to the Director of the Urban Planning Department, the incumbent is responsible for supervising, coordinating, distributing and monitoring the work of the staff in his or her charge. The incumbent's mandate is to plan, organize, direct and control activities related to the issuance of various permits, inspections and requests on the city's territory, while ensuring compliance with current regulations. He/She is responsible for the division's operational planning. He/She develops and determines inspection methods and procedures and ensures that they comply with current legislation. He/She also participates in the implementation of policies and programs concerning the issuance of permits and certificates. Finally, He/She ensures efficient processes and procedures are proposed in a spirit of continuous improvement of customer service.
Qualifications
- Bachelor's degree in urban planning, development, architecture, administration or other relevant field. Any combination of education and experience deemed equivalent and relevant may also be considered;
- Ability to apply laws and regulations relating to land use planning (L.A.U., L.Q.E., Construction Code, etc.);
- Be a member in good standing of the Ordre professionnel des urbanistes ou des architectes du Québec;
- Be a member in good standing of COMBEQ.
Experience
- A minimum of 5 to 7 years of job-related experience, including relevant experience as a team manager, preferably in a municipal environment.
Main Responsibilities
- Establishes and ensures, in collaboration with his/her superior, the orientations, objectives and priorities of his/her division.
- Supervises, coordinates and supports the work of the personnel in his/her charge.
- Develops strategies and policies, objectives, standards and procedures of a corporate nature, in order to ensure the quality and efficiency of the processing or follow-up of the issuance of permits and certificates, as well as inspections and requests, and takes the necessary measures to accelerate the processing of files.
- Plans, directs, organizes and controls the activities and resources under his or her responsibility in order to achieve the set objectives, with respect to customer information, territory surveillance, inspection of construction, conversion, occupancy and sign installation work, and ensures the application of the various laws and regulations relating to sustainable development of the territory in urban planning matters.
- Analyzes difficulties in applying the by-laws he/she is responsible for enforcing, and participates in developing solutions in terms of regulatory amendments.
- Optimizes work methods and procedures for the planning, coordination and control of divisional activities.
- Holds individual and team meetings required for the smooth running of the division, in support of management objectives and orientations.
