Purpose of position

Reporting to the Director of Engineering, the incumbent is responsible for the realization of various and strategic special projects according to the needs of the City and its users and identified in the Capital Works Budget. He will be responsible for planning, organizing, managing, and controlling all phases of project management, including the coordination of multidisciplinary teams while ensuring collaboration between all parties, closely following up on deadlines, and acting as the person responsible for maximizing efficiency in terms of costs, deadlines, scope, and quality of work.

The position holder will be responsible for generating calls for tenders and coordinating subcontractors to perform the various studies and design phases required (needs and feasibility studies, FTP, professional services, construction). In addition, he/she manage the human, financial, material, and information technology resources of their unit, as well as facilitate staff training.

Qualifications

  • Bachelor's degree in landscape architecture, civil engineering or other field deemed relevant will also be considered;
  • Possess a Project Management Professional (PMP) certification or a Program Management Professional (PgMP) certification, an asset;
  • Master's degree in project management or any other relevant field, an asset;
  • Membership in good standing with a professional association, an asset.

Experience

  • A minimum of seven (7) years of experience allowing the incumbent to become familiar with the responsibilities of the position, such as: management of activities related to this area of expertise; matrix management, contract management and drafting of calls for tenders.

Main Responsabilities

  1. Provides expertise in the design, maintenance and improvement of municipal infrastructure projects and maintains effective management of municipal buildings;
  2. Participate in the development of the three-year capital program and manage the assigned project portfolio;
  3. Manages the preparation of functional and technical programs (FTP) for projects with clients;
  4. Responsible for the respect of the priorities related to the portfolio of assigned projects, for the stages of realization, for the scope, for the quality, and for the set of metrics of each project entrusted to him/her as well as the roles and responsibilities of the various stakeholders, and ensure the monitoring and the control during the whole duration of the project;
  5. Supervise and manage mandates awarded to professional firms and/or consortia at the technical, financial, and administrative levels during the design and execution phases of building mechanical projects, draft agreements, and manage their contracts, in accordance with the requirements of the Engineering Department of the City of Westmount;
  6. Manage and draft tender documents for studies, professional services, execution and various mandates required to ensure the smooth running of the various projects, analyze bids, evaluates suppliers (professionals and contractors) and recommend the awarding of work contracts to the decision-making bodies.

Knowledge of

  • Both languages (French, English) spoken and written;

  • The regulatory framework and legislative standards in force;
  • Computer tools used in engineering and asset management (AutoCAD, AQUA GEO, Office suite and Ms Project software, an asset).
