Division Chief – Purchasing
Purpose of position
Under the responsibility of the Director of Finance and Treasurer, the incumbent plans, organizes, manages, supervises, and evaluates all of the operational activities of the City’s supply unit. The incumbent shall be responsible for purchasing the goods, services, and equipment required by the municipality’s management and various departments.
In this regard, the incumbent shall prepare public calls for tenders and calls for tenders by invitation as per the applicable purchasing policies, explore new markets, conduct various price studies, and produce cost/benefit analyses. The incumbent shall also develop and implement management tools, methods, and procedures for acquiring these goods and services. The incumbent shall represent the City in interactions with suppliers, discuss and negotiate various aspects of the provision of goods and services such as: prices, delivery conditions, etc. while ensuring the quality of the goods and services. The incumbent shall act as a consultant to managers in terms of supply management while respecting the budgets allocated.
This person also manages the unit’s human, financial, material, and information resources. The incumbent must establish contact with organizations working in the field and maintain good relationships with purchasers from other municipalities to develop new supply techniques and ensure the best value for money.
Qualifications
- Bachelor's degree relevant to the position, either in procurement, operations management or any other related field;
- The Supply Chain Management Professional (SCMP) designation from Supply Chain Canada is an asset.
Experience
- Minimum of five (5) years of experience relevant to the procurement management position, including at least two (2) years in team management and supervision;
- Municipal experience is an asset.
Main Responsabilities
- Determining, in collaboration with his or her superior, the unit’s orientations, objectives, and priorities based on the department’s mission, and participating in preparing the department’s budget;
- Ensuring the implementation of and compliance with laws, policies, regulations, and procedures in force in supply management, while respecting allocated budgets;
- Advising, supporting, and guiding managers in their efforts to procure the required goods, services, and equipment, while complying with the applicable policies and regulations;
- Ensuring that all specifications and calls for tenders are drafted, that technical specifications for publication purposes are attached, and that all purchase orders are approved and sent;
- Preparing and drafting public or invitational calls for tenders, analyzing offers and bids received, and making the appropriate recommendations to decision makers.
