Director of Finance and Treasurer
Purpose of position
Reporting to the Director General, the Director of Finance and Treasurer administers and manages the operational activities of his/her department, authorizes all City expenditures by providing Council with the Treasurer's certificate number and provides financial information to the Directors to enable them to plan and monitor the evolution of their budgets in comparison to actual results.
In this context, the incumbent manages the preparation of operating budgets, capital programs and the recording of financial data. In addition, he/she issues municipal bonds, prepares financial statements and manages the procurement and inventory team.
He or she is also responsible for reporting financial information to City Council on a regular basis and making recommendations through the Audit and Budget Committees. He sees to the application of directives and decisions emanating from the Council and the Director General and is in charge of all financial files concerning external relations with banks, the agglomeration, the MAMROT, the Ministère des finances, the regroupement des trésoriers, COMAQ, CPA Order and AREQ.
Qualifications
- Hold a Bachelor's degree appropriate to the position such as: accounting or finance;
- Hold a CPA professional designation;
- MBA with a finance option is an asset.
Experience
- Have a minimum of ten (10) years of experience allowing the incumbent to become familiar with the responsibilities of the function such as: management and preparation of operating budgets, capital programs, financial statement production, fiscal planning, etc.; management of work teams; have a few years of relevant experience with computerized management tools and accounting systems.
Main Responsibilities
- Plans, organizes, manages, and controls all operational activities of the department and determines unit directions, objectives, and priorities in accordance with the mission and business plan;
- Manages the department’s human, financial, material and information resources in accordance with the rules and standards in effect and ensure the training of its employees;
- Responsible for the production of financial statements, approve them and submit them to the Ministry of Municipal Affairs, fiscal planning and capital programs in accordance with the directives and recommendations of City Council;
- Participate, when required, in City Council Committee meetings as an advisor on the financial aspects of files and produce the report reflecting the financial situation of the City;
- Prepare, in collaboration with his/her supervisor, the Audit Committee agenda, ensure its distribution to members, participate in meetings and carry out the necessary follow-up on decisions taken.
