Assistant Director – Finance Department
Purpose of position
Reporting to the Finance Director and Treasurer, the incumbent is responsible for the planning, management, control, and coordination of all the city’s accounting, financial, and budgetary activities whilst ensuring the proper functioning of the department and overseeing the achievement of goals and the respect of various legislation applicable to his/her area of responsibility. He/she manages and controls the activities related to the implementation of the various municipal taxes and other sources of revenue.
The Assistant Director participates in drawing up the operating budget and the three-year capital expenditures plan. He/she coordinates the preparation of the city’s financial statements according to Canadian public sector accounting standards and the Ministry of Municipal Affairs, Regions, and Land’s requirements. He/she also acts as an expert consultant for managers and employees. He/she supervises and guides the implementation of any new system, whether it is a computer system or a new procedure.
Furthermore, he/she efficiently manages human, financial, material, and information resources within his/her area of responsibility while showing leadership, exercising rigour, and being innovative in regards to problem solving.
Qualifications
- Bachelor of Arts related to the position such as: accounting, finance, business administration.
- Member of the CPA professional order (CA, CMA, CGA).
- Pertinent experience in a municipal or union environment is an asset.
Experience
- A minimum of seven (7) years of work experience that enabled the incumbent to become familiar with the responsibilities related to the position.
Main Responsibilities
- Determine, in collaboration with his supervisor, the department’s orientations, objectives and priorities based on the City’s mission and business plan.
- Manages the department’s human, financial, material, and information resources in accordance with applicable rules and standards and oversees the training and development of the department’s personnel.
- Coordinates the production of financial statements and supervises the preparation of external audit files as well as activities related to year-end procedures.
- Reviews and approves various accounting entries and budgetary amendments, as required.
- Assists his/her superior and work teams in the preparation of operating budgets, tax planning, and capital programs in accordance with instructions and recommendations provided by City Council.
- Plans, organizes, manages and controls activities related to the levying of various municipal taxes and other revenue sources.
